Test a draft form

Runs a Form block's action the way the builder's preview does: the configured e-mail really goes out (or the chosen webhook really fires), marked preview: true. The form configuration comes in the body. The test e-mail goes only to the e-mail of the token's operator (a token without one cannot test the e-mail action). Capped at 20 runs a minute per operator, 60 a minute and 500 a day per organization, sharing the budget with the dashboard preview.
